Har googlet lidt... fandt ikke ud af noget der kunne give dig en præcis forklaring ud over:

Ud fra hvad jeg kan forstå, og ca. det samme på Intels hjemmeside.
Så er der tale om en "chip" der styrer/kan styre trafikken der kører på I/O-enhederne (I/O = Input/Output).
