First of all, if you are really running 1200 Watts, the PSU fan noise is the least of your worries J.
Your assumption is one of our next PSU myths. The total design including component density, the amount of heat the PSU generates and the airflow inside the PSU all must be taken into consideration. Actually most 120 mm fans do a poor job of cooling higher power PSU's, anything over 850 Watts and 80 Plus Bronze or less will be better served with a straight line cooling design. This is because 120mm fans (or larger) the air most be forced to flow through the power supply at a ninety degree angle.
On a smaller power model, this is generally OK, because the component packing density on the PCB is less and the air can flow OK.but even then most PSU with 120 fans will have dead spots and roughly 30% of the PSU interior will not get properly cooled. Most people don't care because they don't know and accept the myth that you have heard and also believe.
Also, voltage regulated fans turn too slowly (in order to achieve the desired silence) so they will not adequately cool the PSU at full load, shortening component life.
Which leads us back to our example here.let's say you have a 1200 Watt PSU and are running it at full load, even with 80 Plus Silver that means that you have 180 Watts to cool at full load (1200-85%= 180).that's more heat than your CPU! Plus to reach a 1200W PSU, and keep it a reasonable side there are a lot components packed on the PCB that need to be cooled. So the only way you can do that efficiently and effectively is to have the air flow through the PSU in a single line, no turns. Plus by using a PWM controlled fan, as we do, you can have a much broader range of control over your fan speed. Voltage controlled fans cannot turn as slow during low loads or as fast during high loads. At full load our fan will turn fast and keep the PSU cool, but not too fast or loud thanks to the straight path of cooling, and at lower loads it can turn extremely slow and silent.
So, I hope that helps you understand better the choices we made. And, as I said, if you have a high end CPU, three graphics cards and other components going so that you need a 1200W power supply, the PSU noise is really the last thing you will need to worry about, you will have cooling worries far beyond.
